There is no doubt that North Korea started the war, unless we are willing to be naive enough to believe that Operation Pokpung was planned and carried forth in response to “border skirmishes”. NK was stockpiling vehicles, ammo, and weapons, provided by the USSR, for a full year before June 1950.
