You don’t need sight to drive a manual. You can feel and hear it. Even just feel it if the music is up. Hit the accelerator and it doesn’t go? Downshift. Let off gas and it decelerates too hard? Upshift.
If, as the article says, he was planning to drive to Scotland, he might just have decided he’d need fuel for the long journey and filled up without knowing whether the car was nearly full or nearly empty already.
Fair enough, you would need some degree of sight to manage this. I can see it being possible with very minimal vision though assuming one is drunk enough to have a lot of self confidence and not care about potentially running into things.

Was the car manual or automatic?

Blind doesn’t mean you can’t see at all, its a classification. If you’re eyesight is bad passed a threshold, 1/10th normal iirc, you are blind.
