Historically, bodies of water are the most dangerous. Not just due to drowning but the constant threat of predators at the waters edge.
But the biggest problem with your statistic is that most kids just simply don’t have access to large bodies of water regularly. If you were to factor that in, I think you’d find the risk is much, much higher.
