The determination is substance based and involves whether they are condoning harassment or making unevenly applied claims and accusations, not just downvotes.

It’s about the cheaper method of cooling, there’s no need for them to have to waste water if they recycled it correctly. Point taken, this is more sociological than science. Just because it’s is a study and is fact based doesn’t automatically make it scientific. The first comments are already about regurgitating some pretty horrible political takes that don’t even bother to check to see if they have anything to do with the study itself.
