Kim Stanley Robinson goes into a great deal of detail about this idea and other similar economic ideas in his Mars trilogy. For example for large projects where you would need a great deal of capital, companies(which are limited in size by law) would be allowed to form temporary cooperatives for the duration of the project(subject to approval and oversight, of course). It’s definitely worth reading.
It does help. I’d hire someone who is skilled and dropped out over someone who is skilled and graduated from Liberty University.

When I was a hiring manager I rejected every resume with Liberty University on it. Going to Liberty just tells me that you are(or were) a severely irrational person.
Participating companies would have to sign contracts with the Justice Department or Department of Homeland Security to “undergo rigorous vetting.”
Rigorous vetting is a euphemism for bribing Trump and flattering him with praise.
Trump needs it to be complete before the 2028 election. That’s his bunker and he will hole up there, forcing us to extract him.
