Is it bigger than 0 bytes? Try opening in https://sqlitebrowser.org/ . I don’t know if it uses SQLcipher (probably not), but if you are using the Windows installer you should probably tick that there just in case.

Bitcoins are stored in a wallet file. My file got messed up. I’ve had this wallet.bat file for like 16 years now, just mocking me.
