macOS 27 now has a thing where if you quit an app (actually quit with cmd+q, not just close the window with the red button) it will stay in the Dock labelled “running in background” if sneakily keeps running.

It’s just a different mindset, it has been that way since system 7.
With a modern macOS, you just look for the little dot in the dock or use command-tab to switch through and quit what you don’t want running.
I’ve had to use mac for work for the last few years and, when I got it, I was super confused. Well, I still am (or angry) generally, but y’know.
