Licenses are far older than digital contents, and the PS Vita, which I wonder which is the company behind it, gave a concrete example that consoles can make backups, and that’s halfway there.
Furthermore, another platform, GOG, explicitly states in its service contract that users are allowed to keep the contents they get. Similarly, when the service was active, Humble Bundle’s Humble Trove explained right at the beginning of its page that games included in the selection were free to be kept once downloaded. Two examples of decently-sized for-profit companies allowing for digital ownership.
