The walk sign will only light up when the traffic light is in the correct part of its cycle. Pushing the button doesn’t do anything for the traffic light.
Most of them just trigger the “Walk/Don’t Walk” signals and have no effect on the timing of the lights.

Because the cycle is fixed during the day in most places.
